EMP dump and restore

Currently cleanfeed under INN appears to dump the content of its EMP
hash to a file, only when the server is throttled.  The content is
then re-read when a "go" is issued.

If a reload is issued (ctlinnd reload filter.perl meow), the hash is
reset and hence the file is overwritten when the next throttle is
performed.  Is this the intended behaviour or should the content be
re-read after a filter reload?
